New Moons in General
Each lunation-- whether it's a new moon, a full moon, or an eclipse-- sets the tone for the next two weeks until the following one. But they also mark important pivot points in our lives, and connect with previous and future lunations six months apart. In other words, a new moon in Aries will be followed six months later by a full moon in Aries, which will be followed by new moon in Aries six months after that and so on.
New moons coincide with new beginnings and thus indicate good times for intention setting and initiating new endeavors. The moon is so close to the sun during a new moon that we can't see it, and nights are darker as a result. This is like the darkness of a seed freshly planted in soil. As the moon gains light over the next two weeks, that metaphorical seed begins to sprout. When the full moon occurs in the same sign six months later, it will be time for the harvest.
New moons occur every 28 days. Over the course of one year, there will be one new moon in each of the twelve signs, which correspond to each of the twelve houses in your birth chart. The houses represent different areas of life, such as career, relationships, family, etc.
Therefore you can use these events as occasions to annually review each one. Consider the topics represented in each new moon's chart and set related goals for the corresponding life area. That way, you'll intentionally work on every part of your life throughout the year, focusing on one per month.

Set your intentions on the day of the new moon. The two weeks following the new moon are typically excellent times to take initial steps related to those intentions. For the next six months, set goals, make plans and take actions in alignment with those intentions.
Six months later, when the full moon occurs in the same sign, check in with how your approach to your goal has served you, and readjust as needed.
This New Moon's Chart Features
Moon conjunct Sun in Taurus' first decan*: This new moon coincides with the beginning of a cycle about finding the balance between indulging in material resources and putting in the work necessary to sustain access to those resources.
Taurus' ruler Venus in Pisces' third decan, conjunct Saturn and the Moon's north node: The new cycle described in the previous bullet is responding to a combination of three things. First, strong desires for pleasure coupled with the ability to fulfill them. Second, a thwarting of one's ability to achieve one's desires in the short term, which may be overcome in time. Third, an insatiable hunger for the perfect cause to devote one's life, and the feeling that what one has in that regard is never enough.
Pisces' ruler Jupiter in Gemini's third decan, applying to conjunct Capella, receiving Venus by square, with Venus in the superior position: Everything described in the previous bullet is responding to an unsustainable inclination to grow in all directions and to move quickly and steadily to deliver some kind of nourishment. The thwarted, insatiable desire for pleasure dominates this unwieldy expansion at the same time that it is fed by it.
Gemini's ruler Mercury in Aries' second decan, copresent with Neptune: The out-of-control growth described in the previous bullet is responding to a peculiar and distinctive voice that captures the attention of others and persuades them to consider it's point of view. There may be a touch of fantasy, illusion, thoughtless imprecision or deliberate deception in communications.
Aries' ruler Mars, still in its post-retrograde shadow, in Leo's first decan, opposite Pluto in Aquarius' first decan: The voice described in the previous decan is responding to a desire to be seen and to control what others see, which has a potential to become vicious. This desire to be seen is in explosive tension with the revelation of unpleasant realities relating to science, technology, and those on the outside of a given system.
Uranus, copresent with the Sun and Moon in Taurus' third decan, is also conjunct Caput Algol, in antiscia with Mars, in contra-antiscia with Pluto, and sextile Venus: The intense, potentially violent desire to be seen described in the previous bullet combines with a volatility and a tendency to lose one's head--both figuratively and literally. Access to vital resources have become increasingly unreliable in recent years, and the authentic response to that may be primordial rage. This volatility both responds to, and energizes, the strong desire for pleasures described in the second bullet from the top.
Leo's ruler the Sun, conjunct the Moon, both separating from a t-square with the Mars-Pluto opposition: The desire to be seen and control other's attention is responding to the light that is being shone on the topics outlined in the first bullet: the need to find a balance between indulgence and responsibility. There is great friction between three factors: 1) The exposure of abuses regarding outsiders, scientists and tech; 2) The search for a sustainable balance between pleasure and the work necessary to make that pleasure possible; 3) the lust for visibility and control of the spotlight.

Summary
This new cycle highlights the need for a sustainable balance between indulgence and responsibility, and the dangers of what happens when we consume endlessly while neglecting the work necessary to sustain vital resources.
This struggle for a balanced approach to material resources is caught in the middle of a tug-of-war between a vicious, volatile, senseless desire to control the narrative and the optics on one side, and the dark, disturbing truths of science, technology, and outsiders on the other side.
Another way to put it:
As light is shown on the need for balance between indulgence and responsibility regarding resources, there is a desire to control what others will see of this situation. Attempts to control what's seen create explosive tension with revelations of dark truths regarding science, tech and outsiders. The desire to control what's seen inspires unique voices to persuade others to believe that controlled vision. Those voices, in turn, fuel an unsustainable expansion, moving quickly to deliver goods and nourishment. The unsustainable expansion then creates strong desires for pleasure that never seem to be fulfilled. And those unfulfillable desires, in turn, inspire this new cycle, wherein we must adopt a more balanced style of consumption or suffer the consequences of running out of what we need.

How can I assume a greater degree of responsibility in this area?
How can I prepare myself for the possibility that some necessities may be harder to obtain in the future?
How can I enjoy life within my means? How can I make better use of the resources I already have?
In what area of life am I attempting to grow in too many directions? How could choosing a focus improve my situation?
What are the motivations of those attempting to persuade me of their points of view? How factual are their talking points? What aspects of the truth are they keeping out of the spotlight?
What situations in my life seem likely to explode? Is it possible to diffuse or remedy the situation? What's the best strategy for dealing with this situation?
Recommendations:
Set intentions: Consider the topics and themes described in the Chart Features and Summary sections above. If you know your rising sign, check the list below for the topics this lunation will activate for you specifically. Spend some time brainstorming on these combined topics. What are the most positive, desirable versions of these themes you can imagine for yourself? If you find yourself imagining negative scenarios that seem dauntingly plausible, think about what practical steps you could take to turn that situation in a positive direction. I like to write a list of my goals during new moons, but you could get creative with it and make art, music, poetry, a vision board or find some other way represent your intentions.
Make plans: Once your intentions are set, consider actions to take over the next six months to make your vision a reality. Figure out what you'll do and when you'll do it.
Plant metaphorical seeds: Over the next two weeks (between now and the next full moon) take the first steps toward the goals you've set, even if they are only symbolic gestures.
Work that plan: Follow through on your plan for the next six months, until the Taurus full moon, which will represent the culmination of your effort.
